Is Mattis the man for San Marcos?

Former Kyle City Manager Tom Mattis is seeking to become the top administrator just down the interstate in the city of San Marcos, where the city manager was fired last month.

Mattis, who is credited with guiding Kyle through eight years of unprecedented residential and commercial growth but got crossways with a new mayor and city council, resigned under pressure in April. The San Marcos City Council terminated former manager Rick Menchaca’s employment in June.

“I am uniquely positioned at this particular point in time (maybe more so than any other candidate) to offer San Marcos a rare package as its new city manager – combining a strong familiarity with the city and solid professional background with a fresh perspective new to the operation,” Mattis wrote San Marcos council members in a July 20 letter obtained by the Hays Free Press.

He continued, “My track record of success as the city manager in Kyle over the last eight years is very evident and obvious to both government officials and citizens. There would be no mystery or lack of familiarity as to my past achievements or management style.”

Forgoing a costly and time-consuming search and application process for a new city manager would allow Mattis to “hit the ground running,” he wrote, and make use of his existing network of business and political leaders in the region. An executive search would take at least six to eight months and he expects to be employed by then, Mattis wrote.

“There would be a quick and seamless transition to my administration given my knowledge of the community and city operations in general, as I am very familiar with many staff members and local government officials…. Basically, San Marcos has nothing to lose and everything to gain in at least considering me for the city manager position at this time. This is a unique point in time and opportunity for both the city and I – and it would seem obvious that there should be some meaningful conversation about the possibilities of this scenario before we both move on to something else,” he wrote.

In the months since his departure from Kyle, Mattis has periodically surfaced as an applicant for various government executive positions.

In May, he was named in news reports as an applicant for the chief administrative position in Lake County, Fla., a county of about a quarter-million people near Orlando. That entity has not yet named someone to the position. Earlier this month, the city of Harlingen, a municipality with an estimated 2009 population of 74,950, named Mattis one of eight finalists for its city manager position.

    The City of kyle lost a City Manager that really cared about this city. Kyles current mayor seems to be in a power struggle since she came on board. She was elected by those with money in this city so thay could have it their way. Kyle is now back to the good old boy control. What progress you see around here was because of former Mayor Mike Gonzalez and Mathis and not our current city council. San Marcos would be foolish not to tag Mathis. We got what we got because the citizens of Kyle do not get out to vote. Citizens of San Marcos need to express their choice. Does your current mayor really care about you needs? election time is around the corner so think aboout her promises, her achivements and who really got them done. She is just a wolf in a sheep costume.

    I find the statement above humorous. The election of our current Mayor came from an unprecedented turnout at the polls. It is undeniable with such a sweeping change on the council the city would have a few bumps to over come. Yet, as a resident of this great community, I am more than pleased with the work that has been started and the active roles this council is taking.

    We still see reminisce of the Mathis years with projects such as the side walk on Burleson. A project near completion, thou it just received approval from the Planning and Zoning Commission this past Tuesday. To take credit for the success of our community may very well be the most insulting aspect of his plea to San Marcos. Kyle will be prosperous, not due to the city manager nor by virtue of any council or mayor. Kyle will achieve success based on it’s geographical location and the southward progression of Austin. Anyone whom takes credit, be they appointed or elected, is simply a liar.

    To Max: If you think Lucy Johnson was “elected by those with money,” you need to check out the campaign finance reports. It wasn’t Lucy Johnson running ads on television…

    And the turn-out in the election was the largest the city has ever had. As the cliche goes — the people have spoken.

    Oh, and by the way – the name is “Mattis,” not “Mathis.” Glad to see you are such a fan.

    I agree with Blake about the location of Kyle. It is concerning to me that our residential and commercial growth has been as strong as it has been in the last five years, however, our property taxes will be taking a very brisk hike northbound for the next few years. It will be painful and I will look for another fiscally responsible community to move to very soon. The residents of Kyle are mostly uninformed about the fiscal situation of the city and will be smashed with ever increasing property taxes, thus leading to increasing mortgage payments. Elections have consequences!! The good ole boys that run this city know this better than anyone. Why do you think most of the residents on the East side of the highway never even know when an election is or who is even running. Keep the populous ignorant and you will control them! The people of this city are not ignorant, just in the dark! The people will get what they deserve when they elect leaders such as the leaders in Kyle. Hey, maybe everyone that gets hit by the increasing property taxes will be able to move into that overkill-of-a-firehouse that we just borrowed money for or maybe even that library that our fearless leaders decided to borrow even more money to construct. But I digress, Kyle is located in such a way that our fearless leaders will be able to claim success in the future for all of the inevitable growth that is sure to come regardless of how high the taxes get! Bravo Lucy and Leadership of the city! Bravo!

    Just wanted to point out that those TV ads that have been mentioned here and on previous postings were not all that expensive. We did some research and found very competitive rates to get our message out quicker and to a broader audience.

    MAX you are or course entitled to your opinion but let me ask you this do you ever attend council meeting/ functions?
    best way to get to know the *new council* you will find the mayor and council members are very approachable and you will always have a opportunity to voice your opinion at the bi weekly city council meetings .
    not disagreeing with you about the progress mattis and the former mayor gonzalez achieved over the years but that takes time give the new council a chance ,rome wasnt built in a day ,.some of them have only been elected a few months .whether the mayor was supported by the *money * or not is not revelant she was elected by a large majority and the turn out to vote was much higher than any election in the past .
    the* money * as you so *elegantly *put it is not in my mind such a bad thing these folks are active and have contributed a lot to the city that has benefited each and every one of us .

    mattis yes he would be a good fit and i wish him luck if not in the office of manager of san marcos but any other he gets hired in .

    something like 75% to 80% of the City’s current bond debt was generated under the 2 terms that Mike Gonzalez served as Mayor. The current city council seems very serious about getting this inherited debt under control. But time will tell how successful they are.

    I don’t think the town is going to see a $22 million recreation center in the near future…

    The people of Kyle wanted a new younger Mayor, were tired of the way it was going apparently and what we got is an unknown Mayor who fired the one person in our city that cared for it’s growth. I was born and raised here, have never left, and pay taxes that are increasingly high. There are things this city needs like a new bigger and more state of the art police department with more officer’s, dispatchers, and office workers, and yes a bigger library with more up-to-date books not where we have to borrow from other libraries. What we do not need are more schools to continue to up the school taxes, a Mayor who has VERY little experience, a city council that thought best to get rid of Tom Mattis. I could really care less who spent what on their election campaign. What I care about is this little town that is ever growing all of a sudden in the past 8 years. Does any of you realize it took a very long time for HEB to finally come here. It was going to be over on FM 150 East for years, on the corner of FM 150 East and frontage of IH-35. Building up hype for months, then it stalls out and fails. Then finally it got the property over on FM 1626 and all of a sudden its built and then, comes more stuff and even sadly but fast food. We have more than Dairy Queen, yes Dairy Queen good, but for an on the go person or something we have Chick-Fil-A, Whataburger, Jack N The Box, McDonald’s. Then shopping centers, I don’t have to drive to the otherside of San Marcos to get products for my two dogs, or even go to a store and purchase clothing. We have it right down the road a Kohl’s. Wow, not even San Marcos has a Kohl’s. It’s not a popularity contest or even a race to get more than the other city. It’s bringing in Jobs, and not the “Government jobs” of only construction that will end. It’s real jobs that people can keep till they move on, retire, or if some horrible reason the business fails and goes under. Who do you think brought in all this? Our Mayor Lucy Johnson? Think again, Tom Mattis. Needless to say the City Council and our “Mayor” has made a horrible choice in canning the man the city needs. If this city’s growth stops blame them. I hope it doesn’t and they actually get lucky because this city has potential. And not potential to become another metro city, but a small city still of farms, ranches, but also business’. And not just a city full of elementary schools, which we are becoming. We have more schools than we need. They need to build them properly not how “oh this will look pretty”. Stop wasting tax payer money, cuz I for one am sure as heck tired of paying $2500 on school tax for property taxes and I don’t even have kids.

    I worked with Tom Mattis for six years as director of the library before I retired. I thought him to be an excellent people person, perceptive, and communicated well with his staff. The growth that the city of Kyle experienced under his reign was remarkable. I expect there are few city managers who have the experienced the growth in schools, staff size, budgets, fire departments, a hospital to name just a few in the time that he served as city manager. He would be a welcome addition to any city’s staff in my opinion.
