Kyle Fire Chief calls it quits

After more than 33 years with the Kyle Fire Department, Chief Glenn Whitaker is calling it quits.

“It’s a resignation not a retirement,” Whitaker said in an interview Tuesday morning.

Whitaker submitted his resignation letter, effective Feb. 25, at Monday night’s Emergency Service District (EDS) meeting.

That letter said, in part, “After probably hundreds of hours of thought on my part, lots of times at night when trying to go to sleep, relax or whatever, I have finally decided that it is past time to leave the Kyle Fire Department.”

His wife, Doris, who is the department’s bookkeeper, also resigned, effective on the same day as Whitaker’s. He said part of his decision to leave has as much to do with his wife as with him.

“It’s mostly the attacks,” he said. “They think we make too much money and the fire fighters don’t. Several board members feel Doris is overpaid.”

“They” are members of the ESD. But he said former members of the department’s Board of Directors, or fire board as it’s known, as well as some paid staff and volunteers, have insinuated the same thing.

“It’s the constant accusations and we’re just tired of it,” Whitaker said.

Whitaker said in his resignation letter that he should have left when the vote came at the Kyle Fire Department Board of Directors meeting to fire him. That vote in May 2012 did not result in being fired; three fire board members voted yes, three voted no and one abstained.

“But I wanted to stick with it thinking things would get better but things have only just changed,” he wrote.

Since then, control of the department changed to be under the Emergency Service District. The fire board was not dissolved entirely but those members no longer had control of the chief’s job.

But things did not improve for Whitaker. To a certain extent, he said he feels he has no longer has control over his own department.

“ESD is taking over day-to-day operations,” Whitaker said.

Regarding why he made the decision to leave now, he said, “There’s a long list of stuff.”

Whitaker used some examples to illustrate of how the ESD wants to make changes and, as he said, “do all kinds of stuff.” The most recent one that broke the camel’s back, Whitaker said, involved repairing a fire engine that had continuous mechanical problems.

His staff got several bids to either repair the current problem at a cost of just under $10,000 or replace the chassis completely, which would be about $60,000 when all was said and done. He said his staff all agreed the replacement was needed to avoid future problems with the engine.

Whitaker said his wife was able to find unallocated money in the budget to put toward the replacement cost so it would not require asking the ESD for additional money.

At Monday’s meeting, ESD board member Mike Fulton, also a volunteer firefighter with the department, made a motion to repair the problem because it was less expensive.

Fulton said in an interview that there were questions about the unallocated money. Four months earlier during the budgeting process, he said, the bookkeeper, Doris Whitaker, had not accounted for those funds, citing delays in payment that are typical during the budgeting cycle.

“But it’s certainly not personal for me or anyone else on the board,” Fulton said.

Fulton said Whitaker has always had the autonomy to do whatever he wanted to do and “now this group of folks asks questions and calls him to the carpet every single month.”

“That is a giant irritant to him because it’s his department that he’s been a part of for so long…but it’s no longer that same department.”

“You expect the person running the department to have the answers,” Fulton said.

Despite this and other recent issues, Whitaker credited the ESD with having some useful ideas and suggestions.

“We’re addressing some of the issues but it’s not happening as fast as any of us want,” he said.

In a quick self-review, Whitaker said his running of the department has not been perfect.

“I could have been better. But I think I’ve done a fair job,” he said. “But it’s time for me to go. Things haven’t worked out. Things are different than the way they used to be.”

Fulton said he believes the ESD will call a special meeting this Saturday to appoint an interim chief.

    No it’s not. He has served his community well, for what ever reasons he has stepped down on his own terms. Kyle is growing with growth comes change. I wish you well Chief Whitaker, and I hope all the busy bodied people leave it at that.

    Resignations are always tough. This community has achieved a history of newcomers turning on people who have been here a long time. We need good daylight on this issue and make sure the Chief is not replaced by any of those who sought his ouster earlier.

    Umm…Greatful (sp) did you read what he submitted as his resignation letter?

    Sounds to me as if the Chief has things he wants to share and that he feels unfairly treated.Calling people that are interested in what would frustrate a man who loved what he was doing “busy bodies” smells like an elitist attitude and the beginnings of a cover up to me.

    If the ESD thinks they know more than the firefighters about daily operations they are fools like the fools on city council. Kyle isn’t what it used to be, it’s losing its appeal as it becomes south Austin. I moved here years ago to get away from “New California” (Austin).

    Just fair? No wonder things are in question, no wonder hey want to know what the day to day operations are. If your getting paid to be a chief – a leader of a department- in the pay he was/is making- you better be doing to the best of your ability for your department & community! To leave a position & department you held & were apart of for 33 years and all he has to say he did “fair” – seems fishy- as well as your wife leaving the same exact time. Kyle firefighters & the community deserve better than “fair”- period! Does not make me confident as a tax payer to respect him & his resignation.

    If you felt confident with your position, with your co-workers- in this case his deputy chief & training chief – being questioned every month would be a piece of cake! Looks like a total overhaul is what this department needs. Kyle deserves better. Knowing the lack of leadership our firefighters have is disheartening & “unfair”. Facts are facts- ESD is doing the tax payers & community “fair” by addressing these issues & I can see why there is a need to question.

    I was going to stay out of this conversation because I am mentioned in the story, and because I know I have been a thorn in Chief’s side for a while now. But, he is a man I like, and one I greatly respect. I cannot allow people to come on here and post negatively about him without setting the record straight and stepping up to defend him.

    This is a man who served his community, all of us, since 1973 FOR
    FREE. He has only been paid for the last 5. He has provided nearly 40 years
    of service to this city – our city. During that time he has taken us from a
    completely volunteer department with just a few dedicated folks working
    out of 1 small station driving a handful of old trucks and turned it
    into a combination department with professional firefighters on shift
    24/7 and a large number of volunteers to back them up. He implemented a training program that insured we have well trained
    volunteers to augment the paid staff, expanded us into 2 great stations
    and we operate from a fleet of well maintained vehicles – including 2 modern front line engines.

    Then, when he felt he was
    not the best person to provide the department what it needed he did not
    stand in the way, he moved aside. He took himself out of a prestigious and well paid position (a position that meant more to him personally than any of us could possibly understand) for the betterment of the
    department he dedicated his life to.

    Now, please show some respect to him for all he has done. Wish him well, or thank him for his years of dedicated service, or just keep your comments to yourself.

    The truth is that Mr. Fulton is the one of the major reasons Chief Whitaker resigned.

    Mike, tell the good people of Kyle how you threaten the mortgage company that holds the note on the station to default so we could buy it back cheaper in auction.

    Mike tell the good people how your a volunteer, but too proud to clean rest rooms or pull duty as deemed in the department policies.

    Mike tell the good people how you were consistently harassing the paid staff and throwing you ESD Commissioner hat around.
    You have caused nothing but issues, your not willing to follow department policies and frankly most believe that you have no business as both a Volunteer Employee and as part of the BOD that oversees all department employees. (Conflict). Truth is your not doing either one well.

    I agree with Angry and Fed Up, do Kyle a favor, and resign, but whatever you do, do not try to act like your defending the one that you caused most issue for.

    Mike Fulton is a Volunteer ESD Employee (FF/EMT) that got himself appointed by County Commissioner Mark Jones to the ESD board. (i.e. the board that oversees all employees (Paid/Volunteer). He has few years at the department, but has caused the most issues in the past year for both the Department and the ESD.

    Deputy Chief Beaman waited nearly 12 hours after Chief Whitaker tendered his resignation before emailing the staff with plans to announce his “5 year plan” in the coming week

    Captain Miller is single handedly responsible for getting more paid and volunteer staff to quit rather than work for him than anyone else in the history of the department!!!!

    Big Mike has done lots of things I disagree with but he has also pushed for some necessary changes that have not always been popular with the upstairs administration

    Pretty sure NO ONE said a thing about his volunteer position or feel upset or devalue his time as a volunteer.

    I commend him for being such dedicated volunteer to this community. Which is why he was appointed as the Chief in the first place- BUT when you take on a position of a leader… or Fire Department Chief in this situation & YOU ARE GETTING A VERY GENEROUS SALARY ON THE TAX PAYERS DIME to do so- you need to be a LEADER, be someone your firemen can trust with their lives & the decisions you make, trust that you have their interest in mind- AT ALL TIMES . I truly believe from a tax-payer & citizen of this community that I have never had a bad thought of this department & that most think highly of it as well. Does every workplace have the good & the bad- have its drama- of course it does. This is obviously is a large issue – as its made the paper….seems a long time coming if you ask me. Thats why there is a ESD board, and people to find out the issues & have someone to go to about these issues. So the “system” is working at (hopefuly) at its best.
    Have I heard the rumors & rif-raf of it the past year-or so yes. I do not put the blame on all Chief Whitaker… he has assistants that have contributed to the fail of dedication, overall moral & confidence of the department. ( on a side note of my experience with the Training Chief : I personally have sent numerous emails & made many calls with no call back- to the “training officer” about CPR classes and never get response= yet see on his training facebook page that the training division is one of the best & how proud he is of it…??? – If his view on training was to train the firefighters and didnt have time for community members that’s one thing- I would HOPE & PRAY all of the FFs are trained at a high skill & have everything they need- but from the stories I have heard from other agency’s that I DID get ahold of to do the CPR class with was a complete different story= that the training division more of a joke & he is only fixated on making money & using using the fancy training room– not focusing on his firemen.) It also seems that this training person needs some guidence & leadership to take control of that situation – wait, that should be his direct supervisor to correct… which is Chief Whitaker… guess he was or is content with the negative – very negative things people have to say about his department. or doesnt care… guess thats why he is resigning & thinks he did a “fair” job.

    SOO back to my first comment about after all you have done for 33 years and all you can say is.. “i did FAIR…” is not what should be acceptable.and its NOT. If your boss was just doing fair… and admits it- would you have FULL confidence in him – much less as the departments top leader? Would you want someone that his making a great deal of money to continue to get raises and be over a department that was just doing “fair”- I would think NOT…

    BTW – “TheTruth” that’s why there is a comment section on this site, for those who have comments & options. I respect yours as your free speech you could be so kindly to respect mine. & the Kyle Fire Department is a tax payers funded department… so the tax payers have every right to know & have an option about this matter.

    Lila… my name is Mary “Sweetie” Flower. I have been a Volunteer to many agency’s and the local battered women’s shelter for 10+ years. & FOR FREE… unlike what “TheTruth” questioned.

    From what Ive read & what Ive heard. They are just looking into the department that they recently just became fully responsible for & not just contracted with. They are fully in their right to question what is going on, question personnel job functions & duties. It should not be felt as a personal attack- merely just good business. If you are felt attacked then either– A- you are hiding something- B-not doing your job well or to a standard or- C-not confident in your assistants or the ones you lead and share office with. It seems like A, B & C are all things he (Whitaker) most likely has and issue with so feeling personally attack is relevant in this situation. When new management takes over businesses and top leaders or the top paying employees start dropping like flys or personally resigning is ususally a tell tell sign of A, B & C that I mentioned above.
    Every employer I have ever worked for has job descriptions, job expectations & evaluations-and they arent personal attacks – its a normal business standard and as the ESD being an employer now & not just a funding source they, again, are doing good business.

    Mike Fulton – you should not have to explain yourself. You were appointent to do a job, and dont be sorry for doing so. I wouldnt want to be you in this situation but I respect you for it. As well as I do Mr. Whitakers job as well. What an amazing story you wrote about him- He has lead a very commending career as a volunteer and so on. There is just room for improvement, there is a standard & expectation- which could just be what he can not himself meet.. and thats OK. Every business needs a shake up or change to get back into a right direction. Change is a good thing 9 times out of 10.

    if you are an employee of the FD, it would probably be in your best interest to not put your opinion about another employee- much less your actual boss that is still employed & that doesnt intentions of resigning on a public forum page. Im sure they know who you are – so doesnt help your case as a respectable employee of a taxing authority. There is a time & place for your employee comments & this isnt one.

    You are mistaken. I have not posted any comments on this story (until this one).
    I have read several posts that I would liked to have commented on but I did not.

    In regards to the “5 year plan”, it was home work. Your post reads as if it were written by an FD member so you know or should have known that I have been in class for the past week and a half (Fire Officer III/IV).

    I finish Friday and will be back in the office Monday.

    It has been a rather demanding class and I was very much looking forward to sharing what I’ve learned with the career staff. I was thinking this would be a good officer development opportunity considering “officer development” was identified as a deficiency during the recent ISO audit.

    In fact Mike (Fulton) even emailed me and asked if I would share this information with him and possibly the entire ESD. I happily agreed, stating something to the effect; “I’ll share all the information I have with anyone that will listen.”

    If you are an FD member you know or should know that I historically share what I have learned after each class I’ve attend and have always encouraged the firefighters to do the same. In fact Lt. Jobe and others did such a good job of presenting what they had learned in the Nozzle Forward class, it changed the departments whole approach to hose loading and handling and was implemented department wide. It seems to me this is the kind of tradition we should want to continue.

    Finally, while I couldn’t care less that you are falsely accusing me of posting on some story I am dishearten that my enthusiasm to share what I have learned with the staff members, as I always do, is being twisted in to some disingenuous or sinister.

    I encourage you to verify everything I have said here. I will gladly share the emails between Mike Fulton and myself on the 5 year plan topic.

    If you are afraid or unwilling to man-up/woman-up and come ask for them personally just leave another anonymous post here and I’ll print them and leave them on the copier, so you can sneak around and collect them when no one is looking okay :-)

    Really? Many of you people need to step back and consider what you are posting here and figure out why you feel so compelled to demean the man’s character and years of service. Don’t let facts/truth get in the way here with any of this! You should not be speculating about what you know very little about. You may know some facts. Or you may know what you’ve heard–just because you heard it doesn’t mean it’s true now does it? Or you may actually know first hand some of the facts. But regardless, you have a man that has devoted most of his life, not just his adult life but more than 2/3 of his life, to serving this community. He did it for many years for free. Then he was paid to do it. And now he has made a decision to move on because things have changed and he’s not in agreement with the changes. Should he do what many people do when they are unhappy with their job? Stay around and complain and grumble and blame everyone? Or should he do what he did? Make a painful decision and move on to do something where he feels he is being effective and making something in this world a little better and allow the organization to find someone that can maybe please everyone. After all that is what being a leader is about, right? You should make sure you please everyone and make everyone happy. You people need to stop being so disrespectful of a man who had done his best to make this community a better place to live for all of us. And if some of you people don’t understand his statement “I’ve done a fair job” then you obviously don’t know the man and if you don’t know him then maybe you should not be so quick to judge him. He’s not a boastful person. He said “I could have been better.” Don’t we all need a little dose of that sometimes? We can always be better. How many of you can say you never made a bad decision or a mistake? If you haven’t made a bad decision it’s because you aren’t making ANY decisions. And isn’t it pretty common for the person at the top to be “doing it all wrong” according to some people? Some employees are always happy and some are never happy. His deciding to move on should not lessen the huge contributions that he has made to this community in many different ways, not just in the Fire Department. Honor him for what he has given. Respect him for stepping up and deciding it was no longer a good relationship. Is it really necessary to drag him through the mud even though he has done what it seems many people wanted him to do, that is resign? Everybody has what they want. Or do they??

    Chief Whitaker- I am saddened by your leaving. You have done so much for the professionalism in fire public safety and the residents of Kyle. That said, a man is not man unless he has the courage to uphold his own convictions. You’re resignation speaks volumes to your leadership and your legacy..

    the Chief deserves all our respect and gratitude for years of dedicated service. His service was seldom at convenient times, many a time is was all night or most of it. And drawing safe and effective service out of the mishmash of volunteers for many years was an additional expectation you don’t understand unless you lived it, at structure fires and prairie fires and ugly wreck scenes. Things have changed with a paid staff, making things easier in some ways and more difficult in others. And working with the ESD is a challenge, but not because they don’t know the work, but because they are charged with protecting the myriad interests of the taxpayers. Nobody’s role in this setup is easy, and if you haven’t studied the complex budgets in play you cannot comment judgmentally on the stresses caused by the shared responsibilities. The ESD folks, including Mr. Fulton, are very dedicated to their perceived role despite the friction it sometimes causes. We all owe all these people more thanks than you can really know unless you’ve shared in these responsibilities. I say an upper case ‘THANKS, CHIEF’ for your many years of hard work and your tolerance of us mishmash and successfully bringing the department into a modern and successful team.
