Kyle woman charged with sex trafficking of local teen

A Kyle woman faces multiple charges after authorities allege she and a Houston man trafficked a 16-year-old Kyle girl for sex in 2015.

Nancy Cisneros, 43, of Kyle, was indicted on two counts of trafficking a child for sexual purposes and three counts of compelling prostitution, which are all first-degree felonies.

Authorities also arrested Bernell Jackson Quillens, 35, of Houston, who was indicted on similar charges.

According to a Hays County probable cause affidavit, the case was referred from the Kyle Police Department to the Office of the Atorney General (OAG) in October 2015 and involved allegations of sexual assault and sex trafficking from a 16-year-old girl. 

In a November 2015 interview with OAG officials, the teen said she met a man named “Real,” who was later identified as Quillens, through an acquaintance known as “Nancy,” later identified as Cisneros.

According to the affidavit, the teen was introduced to Cisneros through another friend and “knows Cisneros to be a prostitute.”

Cisneros passed the teen’s contact information to Quillens, who contacted her in June 2015 and recruited her to work for him. He allegedly sent her photos of money in a hotel room and asked to pick the teen up so they could “get started making money.”

The teen sent Quillens her location, with Quillens and another man, identified as Cameron White, picking her up.

White and Quillens, according to the affidavit, picked up the teen only when her mother was either asleep or at work, as the teen had a curfew.

White drove the two to the La Quinta Inn and Suites hotel in San Marcos, where they met a female named “Hailey.”

While at the hotel, Quillens allegedly used the teen’s cell phone to take photos of the two in various outfits and positions, which were placed on escort advertisements on Backpage.com, a classifieds website. A video was also recorded showing the teen and “Hailey” having sex. 

According to the affidavit, Quillens allegedly told the teen she had to have sex with him before she worked for him. Quillens and White dropped the teen off at her home before allegedly picking her up again hours later for a “date” with an individual who paid for a sex act.

The teen completed the “date” and allegedly gave Quillens $80. She was then taken back home, where she was later picked up again and taken to the Kyle 7-11, where she, Quillens and White met Cisneros.

According to the affidavit, the teen said Cisneros walked up to the car they were in and allegedly said something similar to, “b*tch better make me some money because I own her.”

Quillens and White allegedly took the teen to a “date” at a residence in Kyle, while Quillens and White waited outside in the car. When she returned, the teen said she gave Quillens most of the $450 the “date” paid her.

During the investigation, OAG officials reviewed documents from Kyle Police, which had received “thousands of responsive documents” resulting from a grand jury subpoena to Backpage.com.

Earlier this week, Carl Ferrer, CEO of Backpage.com, which allowed users to post escort ads, was arrested on felony pimping charges, according to a report by National Public Radio (NPR).

In documents were escort advertisements for the teen and “Hailey.” Other documents showed two rooms rented at the LaQuinta Inn in San Marcos allegedly were rented under Cisneros’ name.

The teen also consented to an examination of her phone, with authorities allegedly discovering a woman having sex with the teen.

In December 2015, the teen identified Quillens, White and Cisneros in a photo lineup.

Cisneros was originally booked into the Hays County Jail June 29 and is being held on $609,500 bond. Quillens was originally booked into the Hays County Jail July 14.
